Yes, we all make mistakes, except maybe for me and you, though I'm not too sure about you. But under Bush, there was more funding than under Clinton. Two of the breaks occurred at spots which had been funded and finished (there was no money earmarked to build to Cat-5 or even Cat. 4, so far as I know).

there was only ONE democrat on this bogus commission....and he was invited since the rest boycotted the partisan commission...
of course he had it easy
