As far I know, Kerry has never come out against the war. In this case, he was opposed to passing a spending bill without some sort of offset. But that didn't make him opposed to the war. He did vote for the bill authorizing Bush to take action. Later, he did say that he thought Bush rushed to war too fast, but he never said that it shouldn't have been done. Later, during the campaign, he did say that we should set a schedule for drawing the troops down. But even that isn't being opposed to the war, it is just setting victory conditions and an exit strategy.
