I am not familiar with a 10,000 year storm. Maybe it would be a catagory 10. We can call it a Bo Derek storm. !0,000 years ago (maybe 20,000) the City of Chicago was under a mile of ICE.

To get back to your comment that there is no worthwhile middle ground. If this is true then spending $500+ billion of public money would be a very risky investment. Moody's would decline to assign a grade. The political class in LA does not warrant this kind of trust. No way Jose.

If the people want to reinhabit the high ground this is fine. Find private and governmental investors to build the monster levee and after it is built move back
to the below sea level areas.
