It sounds as if your entire house was attempting to use
the ground wiring in your surge protector as the house
neutral wire.

This means you had a lot of amperage passing through your
little ol' surge protector and possibly computer wiring.

Now that the utility company has replaced your service
standpipe wiring, circuit breaker panel, and secured the
grounding wiring, you should be alright.

How old is the house?
Do you have electric cooking and dryer?

I bet it the aluminum wiring feeding the home had corroded
at the meter or panel. They are supposed to use this pastey
stuff that prevents corrosion at the points of connection
(since they are dis-similar metals).
