Clinton bombed Saddam's military out of existence in 1998. By the time Bush wanted to invade, Saddam had nothing left but conventional stockpiles, much of which was looted and now in the hands of insurgents.

Point being, Saddam was not a big threat, admittedly though he had to be kept in his box, defanged and eventually taken out. But first, a suitable replacement should have been found, and it should have been done in concert with the UN because our occupation of Iraq has caused more problems than it's solved.
