Clinton and his wife are very effective at punishing people who persecute or assist in the persecution of themselves. What prosecutor would risk the rath of the Clintons? The two who did so effectively paid dearly. The DA from Arkansas lost her job, and Ken Starr was demagogued.

Can you imaging if a prosecutor went on a witch hunt for something that the same prosecutor overlooked for other similar persons against Clinton?
