The refusal to slow the growth rate of government waste is very discouraging. I blame the Congress, the Senate, the President, the public (for failing to complain loudly) and the press (for marginalizing themselves over minutia - leaving no credibility to attack thing like this).

If we postponed (or cancelled) the MediCare drug benefit and the Highway Bill pork the cost of reconstruction could be pretty much covered.
