Fog of war, as they say. And yes, it sucks. It turns out that much of the looting, the police and city officials originally breached the buildings to get supplies... only after that did the citizens go in for "stuff". Frankly, you can smell racism in the assumptions that were made under the "fog of war" in New Orleans. The reports sure made a good fit with the stereotypes. John
