I would insist any additional revenue be offset by tax cuts elsewhere. We could have a annual "screw the Saudi's" income tax rebate.

Excellent! The only thing wrong with the idea is the apostrophe. Except that that would cause a rapidly increasing and decreasing tax collection as the oil price rose and fell. Why not just a fixed import tax per barrel? Cancel internal taxation to compensate.
