Stumbling Storm-Aid Effort Put Tons of Ice on Trips to Nowhere

Although not nearly as bad, there continue to be screwups. And cities like Port Arthur and Beaumont still do not have power in many neighborhoods. That's nearly three weeks after the hurricane. I think the bar needs to be moved up.
