If they're looking for their luggage, the presumption would be that their luggage was on the same plane they traveled on. They wouldn't be standing there asking about luggage if the plane had not arrived.


1) luggage doesn't always travel on the same plane
2) you're assuming the person doing the asking is the one who was on the plane, which is not necessarily true. Maybe it's someone who came to the airport to meet the traveller.
