There is a flip side to this that I have not seen voiced. As the law stood, to defeat the referendum all a the insurgents had to do was to send a few people (in opposition land) on a terror campaign to scare people from voting. Now their terror tactic backfires against them as the "default" vote is a "yes" instead of a "no"...it is not quite fair, but then again nothing in Iraq is these days, including using terror to prevent voting.
