Most likely not all 56% - some of them just have no communications - phone line or radio link. There is a lot of Lousianna which is part water/part land which you get to by trailering a boat behind your pick up truck, then launching the boat. The people who usually do this have relocated to Arkansas until they can find out if their town is an island or still attached to the mainland. I'm sure we'll know the status by Christmas ;-)
