What they have done is to interpret the rules to say that it would take two thirds of the REGISTERED voters to vote NO in 3 provinces to nullify the constitution. Both the UN and the USA have protested against this. However, I can surely understand their thinking. I would imagin that their fear is that the terrorists would forbid, under penalty of death, anyone to vote FOR the constitution where they have the power to do so. This way, people can just stay home and in effect vote FOR the constitution thus avoiding potential death. So, to defeat it the terrorists would have to INSIST PEOPLE VOTE and vote NO, but then the vote is secret. Pretty clever I would say, perhaps not fair, but then neither is the conditions these people have to vote under being fair. jdn
