"One would hope" is fantasy. The military wants to draw down, they recognize that our presence is "fueling the insurgency". The neocon civilian pentagon leaders, and the neocon political leaders, want a permanent presence.

Draw down from day to day activities in Iraq and a permanent presence in Iraq are not incompatible. In Japan there is a permanent US presence which 99.9% of Japanese never see. I would imagine that's the goal by the "neocons" for Iraq - a permanent presence in isolated military bases which has zero daily interaction with the average Iraqi.

And I say "one would hope" because it seems the administration believes there is no advantage to announcing a "military drawdown/withdrawal into bases" before it occurs. Since it isn't going to be announced in advance, all I can do is hope that it happens.
