Still, it's TRUE to point out that the vast majority of the fraud was in direct State-to-State smuggling (totally beyond the pervue or control of the UN), and in contracts DIRECTLY granted and administered by the Security Council (US, Britain, France, Russia, etc., etc.) and, again, totally beyond the pervue or control of the 'oil for food' program. The audits clearly established those points.
