Consider this, why would Japan take it any easier on Korea? The scale in absolute numbers might not have been the same, but Japan had Korea longer.

CJ already gave a good explanation. But something else to consider is that many Westerners got to see first-hand what happened in China. I suspect Korea got less Western exposure at that time, which is why you hardly hear about it unless you directly ask a Korean person.
