No DNA = no brain, no matter how much environment you provide. Sow's ear = sow's ear, no matter how much environment you provide. Female brain = female brain, no matter how much environment you provide. That doesn't mean you can take any DNA plan and turn it into a maths genius at Harvard. It doesn't mean you can take a female foetus and turn it into the world champion mathematician as reliably as a male foetus, even if they were identical zygotes with the same basic plan, which become male and female during development, as happens at about 3 months gestation.
