That's not my guess. Everything I read says the Sunnis are dramatically opposed to the constitution, which leaves them with no power or resources.

That's an assumption. There were none for the last election. Nobody, charity workers, corporations, anyone that doesn't have to be in Iraq is hanging around. Even the press, that has to be there, is hiding out in the green zone.

I'm pretty sure there will be no observers.

I think the Iraq constitution referendum is irrelevant. If it passes, the Sunnis will reject it. If it fails, back to square one. Nothing will change until we leave and quit trying to force an outcome favorable to our interests. It's just a stall, a dodge to extend the game here with the declining Bush true believers.

Given the changes to the Iraqi constitution that JF describes in the post below, it doesn't sound like the Sunni vote will matter:
