"The forced transition of power reduces the likelihood that a Saddam or Kim will destroy a country by turning it into his personal fief."

If the world ever had room for having a country as a personal fief, that time has passed. Sure, there have been some that ruled well, but they are the exception for the most part. And the set of countries who were better off at the end of the rule is a small set, Emil Ataturk is the only one that comes to mind in recent history. If it hadn't of been for him, Turkey would not be a secular state like they are now.
