That's true. But when there isn't an upper limit, their compensation is a lot more likely to drift higher than otherwise. Can't have them making more than the president or CEO. OTOH, you can't have them making a too small percentage of what the top dogs make or they tend to go elsewhere.

According to studies that have been done, workers are most happy in environments where the spread between lowest and highest incomes don't exceed about 10 to 1. Needless to say, that is a couple of orders of magnitude off at many corporations.
