Very encouraging sign. It may well be that New Orleans has a much larger Hispanic population. Your observations about the work ethic of Mexican construction workers and tradesman parallel mine her in Phoenix, for all the bitching and moaning we hear about illegal immigration, the end result is a highly motivated work force that gets things done. Not always perfectly, but certainly competitively. Like many immigrant groups to the US, they also have a very strong entrepreneurial instinct which helps the assimilation and upward mobility processes. Certainly there are going to be huge opportunities in NO for folks in construction trades who want to take advantage of them.

BTW, I think a fair number of construction workers are living in a tent city complex in Algiers, although with the water coming back on on the east bank, I suspect they will be relocated closer to the work.
