Boilerplate balderdash.

The BEST response to terrorism, (which is a *tactic*, not a discrete entity), would seem to be to achieve full, strategic victory against it's practitioners, and against the conditions that give rise to it's use... so it does not constantly re-arise from a changing cast of characters.

(I see nothing in the pursuit of full strategic victory that implies 'never changing course', unless one imagines that they are already operating with a strategically perfect plan, good for now and all time, and that never needs to be altered or adjusted. Only a fool would imagine that, as *every* war requires a dynamic response, because every war proceeds with a cloud of uncertainty and imperfect knowledge.)
