That is not the action of the government in establishing a religion. The US military giving individual copies of the Koran is not establishing a religion.

Individuals within the government are given discretion to buy and display and give out all nature of stuff. If some stuff offends then the offended can use the ballot box to remove those who abused their discretion or made an unpopular decision.

And an individual in Government who elects to spend all his time being a preacher may be guilty of ignoring his duties and that may ignoring may have legal sanctions. But the preaching is legal and handled with the ballot box.

And the military does hire preachers.
