It's unfortunate Bush misused the system for political reasons and created a credibility problem.

If they gave the alert system to a non-political person (and completely removed Bush out of the equation), that could re-establish credibility.

But I doubt Bush would want to do that - the alert system has been very valuable to him when he wanted to pass a multi-billion dollar spending bill, and during the week he reorganized homeland security, etc etc
