In my interpretation, which is also held by several supreme court justices, a govt agency exercising religion is an endorsement of that religion and rises to establishing.

Your interpretation is flat out wrong. You are perverting the 1st amendment to fit your agenda. Big deal if some socialist supreme court justice agrees with you. They are political appointments.
