well timed prior to last election, in 2003 Bush cut the quota on H1B visa from 140,000 to 70,000 per year.
Since a full 40,000 were already "on backlog" from the year before, that left 30,000 H1B for 2004 vs. 140,000 for the year before.

Quite drastic cuts indeed but typical for an election year.
This created serious shortage of skilled specialists for the US innovative high tech industry.

So far nothing has been done to address this problem.

On same note he closed down the possibility of seeking extension domestically for any entrepreneur type visa like E2, all of which now must be done off shore in the native country of the legal resident.
A revalidation of an E2 visa can only be applied for 6 weeks prior to due date.

With processing times of up to 3 months, that means the applicant must leave his business in the US for more than 3 months every 2-5 years and hang around with friends or family overseas while his US business takes care of itself.

Incidentally this has created very hard times for US based immigration lawyers and many jobs have been lost here.

Very good news for their colleges in France, Germany and Italy, however, who could pick up this sudden lucrative windfall business.
