My perhaps obvious question now is, who told you the specifics of the "why" are confidential?

PSRs are confidential, so I was referring to the specific "why" as opposed to the general "why" which you posted (which I had not seen, so thanks). Given the words "extraordinarily harsh and unexpected advisory Guidelines calculation", I think it's a good bet that the government is urging the judge to throw the book at Tony.
