The creation of a vaccine is more complex than simple DNA replication. Once you have a DNA strand, its relatively easy and straight-forward to make a lot of it.

But the technology exists to create a vaccine production process far safer and faster than the current duck egg process.

The government will simply have to insist that it be done.

This is because the government contracts for the vaccines, guarantees the companies a profit, and protects them from liability associated with the vaccines. There is absolutely no incentive for the drug companies to improve their production technology if their only customer does not insist upon it.
