Wrong again AS. Design build contracts are often used in place of bid contracts because they can result in much lower costs. You do not understand construction, in fact, you failed in business and once again it is clear why. You really do not know much about business. Shame on you for being so irresponsible.

Tonto has a good point. The Clinton administration knows it, no doubt. I'm a Libertarian and I may agree with you in some respects, but you have not shown cronyism, and have not shown anything limited to the Bush Administration.
