I agree and believe you see this in a realistic way. And what has been kind of hidden in the US and much of the European media: Austria does not suggest that EU close the door on Turkey but actually proposes quite the opposite:

The Austrian alternative proposal includes the short term option, that Turkey be granted full membership level access to the EU market initially while explicitly leaving the door open for further discussions about a full membership to follow.

The example you mentioned about the East European new members is right on.
As far as I know, right now only Ireland has granted the citizens of the new East European EU members full access to their labor market.

With Switzerland (!) - and associated member only - to follow based on the surprising result of a recent popular referendum!

And since the people of the new East European member states are all Christians, religious/cultural gaps play no role in the decisions of France, Germany et al to keep out those new EU citizens from their (highly regulated) labor markets..
