From what I've read, there were many deserted streets in 1918, but no panic to speak of. Humans will be reminded of what it used to be like when these things (like plague and cholera) obliterated so many so quickly with some regularity. People were mostly thankful to be spared and had much compassion for those that were struck down. Now if the infrastructure (gas, shipping, food on the shelves, water supply) are interrupted for long, then all bets are off. However, that's more of a Y2K paranoid scenario.
