Henry, an article here said health officials complained the govt's emergency plan doesn't define who is in charge.

Sounds exactly similar to the New Orleans issue.

They also don't have the proper legislature passed for the military to handle a quarantine.

Seems like the govt is pretty slow at defining, "who is in charge" and to pass legislation that allows for quick action.

Could you imagine waiting more than a week for an arrival of medicine, water and food to a quarantine area, while the medicine sits on a dock waiting for some govt official's signature? That would spark a riot.
