who says we need new refineries. xon ceo raymond says they invested 3.5 billion in refinery expansion in last few years.

what i got from interview with maria the industry is looking to expand existing refineries not build new ones. I am not sure the industry wants to invest in building new refineries unless they are sure of sufficient long term supply to run them. plus demand to max them.

the history of the industry doesn't support building new refineries. yes, this time could be different. but if we free up foreign ships coming into ports, relaxed special blends of gasoline then we may find enough refined product coming into states without new refineries. We also have a number of lng plants that will go on stream in the four or five years. If prices are competitive then this will also reduce any demand for utilities or corporations to burn fuel oil and return to ngas for mfg. to build a refinery will take five to ten years i really wonder if an oil company will make that investment without guarantees from gov.
