Never. There's a question not needing asked, and the question shows the bias, IMHO. A simple statement of the fact would do, i.e. "It is not fibbing if the teller is unaware that he is uttering an untruth. That is the logical basis of the the White House defense, having now admitted..."

The above remains the case today, and not debunked. There is no "thorough" debunking of the story, IMHO, just speculations from the biased.
