I don't think so. The NPRC memo doesn't address what's really being proposed. There are many pro-coal States competing for a modern coal-to-liquid fuels plant. There are many area of the country that would welcome such a development.

There was a proposed IGCC plant that was laughed out of town.

There are a few environmentalists who have a kneejerk reaction to anything coal and consider 'Clean Coal' an oxymoron and know that any claims to the contrary are laughable industry lies. But such attitudes can only be sustained by ignorance.

There will be some siting setbacks, but this is a big country, not every community will fall for the disinformation, and there are many potential sites.
