The energy gouging started the day after Bush-Cheney were nominated. The closeness of those two former oil execs to the actual gougers (Enron and Bush-Cheney were very very tight) proves that at the very least, they cooperated with the gougers and refused to lift a finger against them. So they are responsible. They could have stopped it but didn't. They are therefore to blame.

Follow the money, baby. Everything Bush ever got was from Texas and Saudi energy money.
