re: If they have already seriously planned and trained than training isn't as much of an issue, they already are trained, but for new recruits, even for guerilla warfare and terrorist operations, things work better if they can have more precise training in conditions that the trainers have strong control over.

Dazzling run-on sentence. If you used a few periods instead of commas people might understand what the hell you are trying to say.
