IMO, I am sure there were several bills he could have vetoed without limiting monies for the war effort.

Bush could have vetoed the highway bill and the farm bill. He lacked the courage to do so.

What's wrong with the old fashioned way of vetoing the bill and saying why? Then resending it to congress for a rethink or an over-ride? There's also the bully pulpit...but Bush hasn't used that either...just spend spend spend.

The only threatened veto that I know of was when McCain wanted to end torture with a provision in the military spending bill...which Bush threatened to veto!
