The estimates are based mainly on the only hard evidence we have... prisoner counts and K.I.A. counts.

(If you've got any 'conflicting information' please check as to what it is based upon. If it's just some guy bloviating on cable news shows about his 'opinion', I wouldn't pay it too much attention. On the other hand, if some sort of new *hard evidence* suddenly becomes available [change in the KIA counts, change in the captured prisoner counts, a major census of Iraq :), or some such] then I'd pay closer attention to that.)

According to a new study by the Center for Strategic and International Studies, intelligence analysis and the pattern of detentions in Iraq show that the number of foreign fighters represents "well below 10 percent, and may well be closer to 4 percent to 6 percent" of the total makeup of the insurgency.

One former United States official with access to recent intelligence on the insurgency added that American intelligence reports had concluded that 95 percent of the insurgents were Iraqi.
