Let me restate. It is a flaw in our constitution. Our leaders focus all their money and efforts, making promises and pulling in favors, just to get elected. Then they spend the first two years in office repaying their supporters. The last 2 years, they spend trying to get re-elected for another 4 years. Then in the next 4 years, they are oftentimes lame ducks for many many reasons.

Even Clinton was hampered by this system. He was neutered in his second term by Lewinski. Very few Presidents have the time to act. Very few Senators and Congressman can act independently enough within their short period in office to put forward laws that can do real good over a long period of time.

The only one with real power is a President who is faced with an incredible public crisis. When a President is put in that situation (like a 9/11 or a Pearl Harbor), the American people are ready to rock. So it takes an extremely bright leader to use that power to enact far reaching programs. Bush used his power to start wars instead of getting us off the oil.

So America is reduced to governing by crisis. We won't see any substantial progress on any of our most pressing needs until we again see a disaster combined with a President who happens to be a visionary. That is rare. Good luck to see that happen in the next 20 years.

Ted, Things that require an incubating period longer than 4 years were put into place under Clinton.

Name one.
