Only some TGV's hit the top speed of 180mph. There might be two routes that do this. One is the Paris to Lyon. Now the TGV also runs to Amsterdam (or will soon) to Paris. It's known as Chrysalis. It is a sweet ride, and does make travel fun.

The French and Japanese have been competing on train speed ever since the French started the TGV. The Japanese were first with the Shinkansen, over 40 years ago. I think actual commercial speeds are about the same now, and I believe the French hold the record for a special test. Many other countries also have high speed lines now. Some history here:

It indicates that the highest commercial speed is on a short maglev line in China, showcasing German technology.
