haven't a clue.... it's an obvious concept, and passive hyperimmune is an established means to provide prophylaxis against both viruses and bacteria. pretty obvious idea, so I imagine that the answer is "yes".

set up a little local fractionation shop, mom and pop bleeds....... "Moving Target, Inc."

it's extremely expensive to do, if you're talking intravenous and large lots. governments would need to be flexible.......... I imagine that safety issues in the face of any established threat would leave most wanting access to an IM prep.
