I'm not a big fan of a balanced budget amendment, but it would be nice to have a president who understood the virtues of a balanced budget.

Yes, the strict requirement would be able to be temporarily suspended in only two cases:

1) Declared War by Congress

2) Declared national emergency (by the President)
