Did this kind of behavior develop because of pressure from the State Board to improve.

Any school that drops in performance gets pounded by the parents, the school board, the taxpayers, and anyone else with a grievance. Then everyone moves out of the neighborhood to a school with higher scores and all the property values crash and homeless people move in, ... Well, ntot really, but that's what the people seem to think is going to happen.

Schools hire the staff of those who made the regulations as consultants to beat the system via loopholes.
