Then they must be pretty disappointed the terrorists have been unable to deliver on their promises for the last few years.

You might check on the number of terrorist events that are occurring worldwide. Keep in mind that when the State Department counts terrorist events, they don't include terrorist attacks in Afghanistan and Iraq.
