No. There are two possibilities that could nail Rove. One is conspiracy. It looks like Rove, Libby and even Cheney and Bush would get together and plan these things like Plame. The one Rove can definitely get harpooned on is obstruction of justice. Assuming he told the GJ the same thing he was telling the public, namely he had no role at all in the case, he has a tough defense. Even if he came clean with the GJ, which almost certainly isn't the case given he has never come clean in his life, his public statements could be enough to hang him.
