Unfortunately, that is common. My son is considered to be a computer star at his school. But all he really does with a computer is use it to do his homework and writing on, along with being able to use the Internet to do research. We have him doing some mild programming with Alice,but he mainly does little animations where things blow up or act weird.

Alice is very nice and you can do some sophisticated stuff with it.

Educators should know how to do at least simple websites. It is a great way to let parents and students know what is going on. But good web design involves restraint, not everyone has high bandwidth links. Flash, for example, is an evil that has been foisted onto the public. And don't get me started about blinking text and low contrast backgrounds...
