democrat congress was more interested in creating union federal jobs at the time. Perhaps it would have been different if we went to private contractors. dems held up bush bills and it was only way he could get it passed.

American politicians have always centralized (at great cost) error making in an effort to achieve the unachievable.

Politicians love meetings (and TV face time). They like meetings so much that they hold too many of them. Meetings which create more red tape and hassles for those on the front lines trying to do the work. Meetings which are a colossal waste of energy and resources. Don't start on time. Run over and accomplish nothing productive. Of course, it is a risk-averse haven for the bureaucrats to put in their time until the pension comes.
