So it seems like the instability in the German election system which allowed for Hitler to become a dictator by a lawful popular vote of 37% still de facto remains in place and also got Schroeder and Merkel in office, albeit not (yet) as dictators, right?

I wish we had a parliamentary system here. At least Germans get to vote their actual beliefs, rather than some watered down compromise that makes no one happy. Even if they vote tactically, they have a menu of options that we don't. We've got Tweedeldum, Tweedledee or throw your vote away.
